How to get compensation for destroyed or damaged property in Ukraine


Due to the hostilities, thousands of Ukrainians have lost their homes or are living in damaged houses and apartments. The government compensates for these losses through the "eVidnovlennya" program. Depending on the extent of the damage, you can receive funds for repairs or a housing certificate to purchase new property. In this article, we will review the eligibility requirements, compensation amounts, required documents, and the application process.
Who is eligible for compensation under the "eVidnovlennya" program?
Only Ukrainian citizens who own damaged or destroyed housing are eligible to apply for financial compensation under the "eVidnovlennya" program. If the property owner is a minor or legally incapacitated, the application must be submitted by their legal representatives.
Applications in certain priority categories are given priority consideration:
war veterans, persons with disabilities resulting from war, and families of deceased or fallen war veterans and defenders of Ukraine;
mobilized during martial law without being granted the status of a participant in hostilities;
people with disabilities in Groups I and II;
large families;
foster parents, caregivers at family-style children’s homes, and foster caregivers;
orphans and children deprived of parental care;
guardians and custodians.
Until recently, the application package had to include the consent of all co-owners if the property was owned by multiple people. However, starting January 5, 2026, prior consent from all co-owners is no longer required to obtain “e-Restoration.” One of the owners may submit the application: it will be considered submitted on behalf of all if the others do not raise any formal objections within 15 days.
You should not expect to receive compensation if the homeowner is subject to sanctions or has a criminal record for a crime against Ukraine’s national security. This also applies to their heirs.
Eligibility requirements for the "eVidnovlennya" program
The eligibility requirements for the "eVidnovlennya" program vary depending on whether the property was damaged or completely destroyed.
Basic requirements for receiving assistance with the repair of damaged housing:
the apartment or house was damaged as a result of hostilities after February 24, 2022;
the property is located in unoccupied territory where there is no ongoing hostilities (if the property was previously located in occupied territory but the occupation or hostilities had ended by the date of application, you are eligible to participate in the program);
the property is subject to restoration, based on the commission's assessment;
The owner has not yet carried out the repairs himself at his own expense.
The program is open to owners of apartments in multi-unit buildings, single-family homes, rooms, and other residential properties. The compensation received can be used to purchase building materials and pay for repair services.
The maximum compensation amount for apartment owners is 350,000 UAH, and for homeowners, 500,000 UAH. If the commission awards a payment of 200,000 UAH or more, this amount will be divided into two parts. During the first payment, the owner of the damaged property will receive 70% of the amount, with the remainder paid during the second payment. To receive the remainder, you will also need to submit a report on the building materials purchased and the work performed via the Diya app.
Important: In 2026, the government revised the cost of repair work under the program. Rates were updated for 65 types of work—ranging from the repair of structural elements to the restoration of utility systems and interior finishing. On average, prices rose by 27.5%. For example, replacing an entryway metal door previously cost 14,415 UAH; now it costs 31,220 UAH. Restoring facades with insulation previously cost 2,348 UAH/m²; now it costs 3,021 UAH/m², and so on. In addition, the list of works that can be taken into account when calculating compensation has been expanded. The program now also covers the repair of heating systems, as well as the restoration of sewerage, gas, and electricity supply systems.
If your home has been destroyed, the eligibility requirements for the program are as follows:
property destroyed as a result of hostilities following February 24, 2022;
the apartment or house is located in unoccupied or de-occupied territory or in an area of active hostilities;
the dwelling has been completely destroyed and cannot be restored, according to the commission’s assessment;
The applicant has ownership rights to the property.
The compensation program for destroyed housing is divided into two categories: a housing certificate for the purchase of new property and cash payments for self-construction. Participants may claim only one of these options. The housing certificate is available to all owners of destroyed housing, while cash payments for construction are available only to owners of private homes who own a plot of land.
If you choose compensation in the form of a certificate, a special commission will review your application and analyze the information provided. The value of the certificate is calculated using a formula approved by the Cabinet of Ministers (which can be found on the official website). The certificate can be used to purchase real estate on the primary or secondary market, as well as to invest in a property during the construction phase. With the certificate, you can purchase an apartment, a private house, a room, or other residential premises.
If an applicant wishes to receive a cash payment and rebuild their destroyed private home on their own, they can submit an application through the Diya app, selecting “Cash Payment” as the type of compensation. The land plot for construction may be located anywhere in Ukraine, except for temporarily occupied territories or combat zones (it does not have to be where the destroyed house stood).
How and where to get compensation for damaged housing
To receive assistance in the event of war-related damage to your home, you must take the following steps:
Submit an application for the "Damaged Property" service in a way that’s convenient for you—for example, via the Diia app, on the diia.gov.ua portal, at a Public Service Center, through a notary, or via a local government office.
Open a "eVidnovlennia" account at a bank that is a partner in the program. You can do this online via the bank's app or in person at a bank branch.
Submit a claim for compensation through Diya or offline.
Authorize an inspection of the property by the local government commission for the purpose of calculating the amount of compensation.
Wait for the decision to be entered into the Register of Damaged and Destroyed Property.
Receive funds on your "eVidnovlennya" card.
Submit a report on the funds used via the Diya app.
You can use the funds received only to purchase specific categories of goods from stores and companies participating in the government program. The payment will not go through if the business is registered in a different category. Funds received must be used within 12 months if the amount is up to 200,000 UAH. If the compensation exceeds 200,000 UAH, the payment is divided into two parts: first, 70% of the amount, and after at least 90% of the first payment has been spent and a report has been submitted, the remaining 30%.
How and where to get compensation for damaged housing
If the property has been completely destroyed, the procedure is similar to the previous one, but there are also significant differences. Here are the steps you need to follow:
Submit a report regarding a damaged property in the Diia app, on the diia.gov.ua website, at a Public Service Center, through a notary, or via a local government agency.
Submit a claim for compensation for damaged property using the form below.
Wait until you receive your housing certificate (you will be notified via the Diya app when it is ready).
Find suitable housing to buy (an apartment, a single-family home, a room, or another type of property).
Submit an application online or offline to reserve funds using the certificate and wait for confirmation of the reservation.
Sign the agreement at a notary’s office, specifying the certificate as the method of payment. The reserved funds will be credited to the real estate seller’s account.
The certificate is valid for 5 years from the date of issuance. By signing the application for a housing certificate, the holder transfers to the state the right to seek reimbursement from the aggressor country up to the amount of compensation received.
What documents are required to participate in the "eVidnovlennya" program?
You can apply to participate in the "eVidnovlennya" government program not only through the app, but also at a Public Service Center or through a notary. To do so, you will need your identification code and passport. If the applicant belongs to a priority category, they must provide supporting documents.
If the application is submitted by an authorized representative, they must have a notarized power of attorney. It is also important to note that, in order to submit the application, ownership of the property must be registered in the State Register of Property Rights.
