Residential complex classes: how new buildings are classified and how they differ


One of the most frequent questions when buying an apartment in a new building is what residential property classes mean: economy, comfort, business, and premium? At first glance, it seems like a clear system that makes it easy to compare residential complexes with each other. But in reality, there is no single state classification standard for residential complexes in Ukraine. Attempts to develop such a document were made back in 2007 with the participation of the Ukrainian Construction Association, but these criteria never gained mandatory force.
Currently, developers decide for themselves which class to assign their project to, focusing on location, materials, infrastructure, and service level. Because of this, houses periodically enter service that should actually belong to the "economy" class, but are referred to in advertising as "comfort" and even "business". If you plan to buy housing in a new building, it doesn't hurt to understand the features by which buildings are divided into four main categories.
Economy Class
Economy class is one of the most mass-market segments of the primary market in Kyiv and Ukraine. The name does not indicate low quality housing; rather, it is about a rational approach to construction. In such residential complexes, developers do not use expensive architectural solutions or premium finishes.
Characteristic features of economy-class new buildings:
location mostly in bedroom communities;
simple facade geometry, standard apartment layouts;
construction using panel or monolithic-frame technology;
minimal number of parking spaces — instead of underground parking, small open parking lots are provided;
adjoining area is landscaped, but not fenced or closed to outsiders;
modest apartment sizes, practical layouts.
Due to the absence of expensive engineering solutions, the developer can offer a lower cost per square meter than in other residential complex classes. Economy-class housing is most often chosen by buyers with a limited budget, as well as those buying real estate for the first time.

Comfort Class
Comfort class is an intermediate category between the economy and business segments. It appeared on the capital's market later than others: previously, right after economy class came the more expensive business segment. Now this is the most widely represented class in Kyiv, accounting for almost half of all new buildings.
Main differences between comfort class and economy:
more thought-out architecture and a variety of facade solutions;
closed, fenced, and guarded territory, often with an access control system;
developed internal infrastructure — children's and sports playgrounds, commercial facilities on the ground floors of buildings;
multi-level underground parking;
location in places with good transport accessibility — near metro stations or major transport hubs;
higher quality wall materials — brick, aerated concrete block, monolithic-frame technologies.
Comfort class is aimed at buyers who value balance — a still relatively affordable cost per square meter, but more comfortable housing, a closed courtyard, security, and basic infrastructure within walking distance.

Business Class
Business class is aimed at buyers for whom construction quality, location status, privacy, and other advantages are important. New buildings in this segment occupy a noticeable share of the capital's market.
Distinctive features of business-class residential real estate:
location in central or prestigious districts;
monolithic-frame construction using high-quality facade materials;
closed territory with a multi-level security system, video surveillance, and access control;
underground parking with a sufficient number of parking spots;
own developed infrastructure — fitness centers, rooftop recreation areas, kindergartens, commercial space on the ground floors;
individual architectural projects instead of standard solutions, custom courtyard landscaping concept.
Business-class apartments are rarely sold fully renovated. The developer preserves the opportunity for buyers to arrange their housing at their own discretion.

Premium Class
Premium, or elite class, is the most expensive and smallest segment of the primary market in Ukraine. Here, the buyer pays for exclusivity, privacy, and address status.
What distinguishes premium class from other segments:
location exclusively in the central part of the city, near historical and iconic landmarks;
low-rise building or club house format with a limited number of apartments per floor;
exclusive architectural projects designed for a specific property;
multi-stage security system, concierge service, often a private SPA center, swimming pool, fitness room;
spacious layouts — from enlarged studio apartments to penthouse apartments spanning several hundred square meters across two levels;
panoramic views.
The cost per square meter in the premium segment is many times higher than in other classes. Apartments are most often transferred without interior finishing — the buyer independently orders a interior design project and renovation according to their own requirements.

It is important to remember that there is no official real estate class standard in Ukraine, so a "business" or "premium" tag on a developer's website does not guarantee a corresponding level of housing.
Before relying on the claimed class, it is worth checking specific parameters of the complex: construction technology, presence of a closed territory and underground parking, internal infrastructure, and location relative to the metro and city center. These features provide a more objective idea of the actual class of a new building than the marketing name of the segment.
